Life Tenure Scheme

A contract that lets a resident occupy a dwelling for life or an indefinite period, usually without full ownership rights and with limited or no equity. It is common in retirement villages.

Plain-English definition. A life tenure scheme is a contract that gives a resident the right to occupy a dwelling for life or for an indefinite period. The resident usually does not receive the full ownership rights attached to freehold property and may have limited or no equity in the dwelling.

How the ABS uses the term. The 2026 Census treats "occupied under a life tenure scheme" as a tenure category separate from owning outright, owning with a mortgage, shared equity, renting and living rent free. The ABS says the category can include leaseholds and loan and licence agreements. It is a common arrangement in retirement villages.

Practical example. A resident signs a licence that permits occupation of a retirement village unit for life. The contract may provide a right to live in the unit without transferring the land title or full ownership rights to the resident.

That example describes the structure only. It does not state how every retirement village contract works or how a particular arrangement should be reported, valued or treated for tax or benefits.

Common confusion. Life tenure is not automatically the same as freehold ownership, an ordinary residential tenancy or a promise that the resident will recover the original contribution. The legal and financial rights come from the actual contract and the applicable state or territory rules.
