What changed on 20 October?
NSW has shortlisted six design teams for the Bays West International Design Competition. Their task is to develop an urban framework for the White Bay Power Station and Glebe Island precincts. The 20 October government release says the shortlisted submissions and winning entry are expected to be exhibited in early 2027.
This is a design-stage announcement. It does not announce apartments available to buy or a date when residents can move in.
Keep the housing ambition separate from this milestone
The release describes potential for up to 8,500 homes, including at least 10% affordable and essential worker housing, and a planned Sydney Metro West station. Those are precinct ambitions, not a count of homes completed by the shortlist announcement.
The urban frameworks are intended to inform the next planning stage. Early 2027 is the expected exhibition timing stated in the release, not a housing completion deadline. These distinctions matter to people comparing future housing options with a home available today.
A practical record for people following the precinct
Use separate rows for the questions a project update can answer. The following is an original research checklist, not a statement of the legal approval sequence for Bays West.
| Question | Record to look for | What not to substitute |
|---|---|---|
| What does the proposed neighbourhood look like? | Current exhibition material and its version date | An older promotional image |
| What is confirmed for a particular building? | Relevant building plans and approval information | A precinct-wide capacity number |
| Is a particular apartment available? | Current release details and property-specific terms | The design competition shortlist |
| What would the purchase cost? | Price, contract and written cost estimates | A nearby suburb's median price |
| When might occupation be possible? | Current project-specific delivery information | The exhibition date |
Save the date and source beside each item. Leave unknown fields marked unknown. That makes the next announcement easier to compare without quietly turning an assumption into a fact.
What changes in a calculator?
No calculator formula, threshold or default changes follow from this announcement. It supplies no individual purchase price, mortgage interest rate or grant determination.
For an eventual property-specific scenario, the Property Purchase Cost Calculator can organise entered acquisition costs. It cannot value a future Bays West apartment, confirm an allocation or price a delivery delay. Keep the calculation tied to documented inputs rather than a precinct headline.
When comparing actual apartment listings, the internal area versus total area worksheet shows why the same price can produce different dollars-per-square-metre figures. A design image or project-wide floor-space figure cannot supply an individual apartment's measured internal area.
What remains uncertain
This article does not establish apartment sale prices, rent levels, allocation conditions, final apartment layouts or completion dates. It makes no prediction about nearby property values. Buyers and renters will need later, property-specific information to answer those questions.
For a broader explanation of supply measures, read approvals, commencements and completions. Each measure answers a different question from the selection of a design team.
Source and limitations
The NSW ministerial release linked above was published 20 October 2026 and checked 21 October 2026. Reported targets and expected dates are attributed to that release. The checklist is RealEstateCalc's own enquiry framework, not an official project timetable.
General information only, not financial, legal, tax, credit or investment advice, a valuation, housing offer or eligibility determination. Confirm current project information with the responsible authority and obtain property-specific professional advice where needed.
